No stipend to students of unrecognized institutions
ITANAGAR, May 2: The students studying in unrecognized institutions and courses are not eligible for award of the state Govt’s stipend, said higher and technical education directorate in a release today.
The directorate cautioned all the stakeholders, especially the students and their parents not to be misled by the advertisements issued by some universities and institutions. The claims of some of the universities/institutions as recognized/affiliated may not always be correct, the release said. Parents are requested to verify the authenticity of such institutions through the official websites of various statutory bodies before getting admission to their children, the release added.
DM’s prohibitory order
ITANAGAR, May 2: The District Magistrate (DM), Itanagar Capital Complex, in an order, prohibited movement of any type of vehicle through the road passing near Police and Fire Stations, Naharlagun with immediate effect.
The district administration has verified the complaint lodged by the Naharlagun OC and found it genuine that movement of vehicle through the road has been obstructing and creating problem in easy mobility of vehicles of the fire brigade and police during emergency, the order said. The DM, in another order also banned sale, display and storage of masks with tag in Itanagar Capital Complex by shopkeepers.

Contractors serve ultimatum
ITANAGAR, May 2: The contractors for construction of road from Yazali to Mengio under RIDF XIV and Jop to Silsango under NLCPR, have served an ultimatum to the PWD central zone to release outstanding dues of the genuine contractors within 20 days.
The Contractors Welfare Committee (CWC) of the above mentioned roads, claimed that though the then PWD Yazali division reached an agreement with local contractors on March 31 for release of outstanding dues within April 25, but the contractors are still running from pillar to post for their dues.
The contractors threatened to occupy the PWD properties if their demand is not fulfilled within given time. Earlier, the contractors, in a representation, appealed to the PWD Minister to direct the authority concerned to release the outstanding dues of the genuine contractors in the first week of April.

Vaccination cum awareness camp at Etalin
Anini, May 2: Vaccination cum awareness camp on Swine Fever disease was organized by District Veterinary Office team at Etalin block led.
The programme was inaugurated by Zilla Chairperson Empi Meya.
Swine fever is a viral diseases caused by virus and it is contagious disease. The disease can be prevented only through vaccination in proper time, said Veterinary Officer Dr. Lige Basar in a message.
Altogether 70 farmers took the advantages of the camp. The team also distributed the medicines and injections to prevent the further spread of disease.
‘BWC is working for its member’
ITANAGAR, May 2: Bazar Welfare Committee (BWC), Naharlagun appealed All Capital Complex Unemployed Youth Association not to interfere in the affairs of business community as BWC works for the interest of its members only.

NMWC urges CA to protect burial ground
ITANAGAR, May 2: Nirjuli Market Welfare Committee (NMWC) urged the Capital Administration (CA) to protect and preserve the Rajdhani Rajghat (burial ground) located at Nirjuli west end.
It is seen that the shed and boundary wall had been completely damaged and CGI sheets taken away by the land encroachers who are now busy in distribution of the plot of land among themselves, NMWC alleged in a release.
The government had created the burial ground by expending huge amount and rampant destruction by few people for their selfish gain is not acceptable by anyone of the society, it said and appealed to the capital administration including the police to keep proper and strict vigil on the burial ground and arrest the culprits so that Rajghat could be saved from further encroachment.
It also appealed to the concern department to sanction sufficient fund immediately for construction of proper link road to the ground so that it could be utilized by one and all.

AAPPTF takes up the cause of DTO offices
ITANAGAR, May 2: All Arunachal Pradesh Public Transport Federation (AAPPTF) led by its president Takar Goi met Transport and Cooperation Minister Jarkar Gamlin at his office yesterday.
The Team apprised the minister about the grievances of District Transport Officers (DTOs) and the general public.
The AAPPTF members said that the present nine DTOs of the state are playing important role in collection and generation of revenue for the state exchequer running into crores of amounts.

The team appealed to the minister to look into the matter seriously and initiate necessary step to provide vehicle to every DTO for better execution of assigned duties in the hilly mountain terrain region of the state. They also urged the Minister to conduct state transport authority (STA) meeting and review the 12.5% Value Added Tax (VAT) immediately.
It said that due to high tax rate many vehicles are being registered in Assam resulting loss to state exchequer.
Meanwhile, General Secretary Dobing Sonam demanded creation of posts for separate deputy director for eastern and western Arunachal.
He further said that the life expectancy of vehicles in state is very low as compared to other states, and hence, charging road tax for a long period is ‘unreasonable’. It urged the authorities concerned to reduce the subscription period to seven years immediately.
He appealed to the Chief Minister and the Minister Transport and Cooperation to fulfill the AAPPTF’s demands immediately and provide vehicles and necessary office stationery to each DTO within this financial year, adding that, if their demands are not fulfilled within the stipulated time, AAPPTF will launch movement against the government.
When contacted many DTOs also appealed to the higher authority to provide the allotted office vehicles and necessary office stationeries immediately for better execution of works.
Meanwhile, Gamlin assured to take up necessary step into the demands put forward by AAPPTF members.
The meeting was attended by all the executive members of AAPPTF.

The Union had earlier also called for the cancellation of the proposed public hearing on Naying HEP in January last.
Expressing resentment over the announcement of public hearing on the said project, the Union in a memorandum to the Arunachal Pradesh Pullution Control Board chairman, said despite repeated appeal to the state Govt for revision of all the MoUs and MoAs in Siang basin, the Board announced the public hearing.
Alleging that the Board is working against the interest of the affected area rather than addressing their problems, the union said the recent strong opposition to the public hearing on 2700 MW Lower Siang hydro electric project should have been an eye opener for the Board.
Forceful conduct of public hearing may lead to law and order situation for which the Board will have to take responsibility, it added.

NRHM workshop on programme management
ITANAGAR, May 2: The four days residential workshop on Programme Management for state and District Programme Management Supporting Units began here today.
The 3rd batch of the programme has been organized by state NRHM in collaboration with Public Health Foundation of India (PHFI), New Delhi.
Addressing the inaugural session state NRHM Mission director N. Mali, highlighted the importance of constant refresher course for field officers from the districts. He also called upon the participants to reap maximum benefit from the workshop.
Pointing out various hurdles in implementation of the NRHM programme, H & FW secretary
Kaling Tayeng, hoped the current exercise will help in overcoming such problems and
preparation of better DHAP for the next year. He further reiterated that the Performance

CM mourns deaths in boat tragedy
ITANAGAR, May 2: Chief Minister Nabam Tuki has expressed shock and grief over the death of scores of people, including women and children, when the boat carrying them capsized in Brahmaputra River in Dhubri district of Assam on Monday evening.
In a message today, Tuki said it was one of the worst ever tragedies in the region and has shocked the entire country. He endorsed the offer made by Governor Gen J J Singh for all necessary help and cooperation in relief and rescue works from the state.
“My heart goes out to the near and dear ones of those unfortunate passengers as well as the people of Assam. At this time of tragedy, the people of Arunachal stand by their brethren in Assam,” he said.
At least 103 people, including women and children, drowned and over 100 went missing when an overloaded boat carrying about 250 to 300 passengers capsized in Brahmaputra river.
The Chief Minister while praying for eternal peace of those unfortunate passengers expressed the hoped that similar incidents do not repeat in future. He also wished success to the rescue operations with the belief that those still alive are saved.

Govt. of Arunachal Pradesh is still in the dark about the medical specialties.
No medical specialties are minor or major in connection with treatment of patients.MD/MS holders cannot be differentiated into major and minor departments in regards to knowledge and patient treatment. They differ in numbers not in quality and importance.
Patient will certainly aproach for specific medical specialties for confirmation and correct diagnosis.

So, I suggest the Health ministry to use the knowledge of those MD/MS degree holders by creating and sanctioning posts for all the medical specialties so that services are available in the state and patient are saved in time.
It will also save the government unnecessary expenditure that is incurred while refereeing patients outside the state for treatment.

Mishings have a right
Dear Editor,
I have been following the matter of ABK's demand of inclusion of Mishings in Adi fold and issue of ST certificate and AAPSU and some individuals objecting to the demand.
The ABK’s demand is genuine because of the fact that the Mishings who are living in small pockets of East Siang like Oyan, Namsing, Gadum etc. and Anpum,Paglam, Loklung in Lower Dibang Valley and Namsai, Lekang, Nongkon and its adjoining areas in Lohit districts are very much Arunachalees and they don't have any linkage with Assam Mishings.
Even if they are not brought under Adi fold, the government of Arunachal should grant not only S/T status but also PRC because they are the owner of their land where they are living from time immemorial.
I am writing this because, once I was also a student leader and visited many Mishing villages to collect data of old and new entry in the those villages by Mishings from Assam and the reports were sent to AAPSU for three consecutive years during 70s.
Till now their population has grown to some extent but they too are defending their
own land from other Mishing encroachers, thereby defending interior Arunachal along
the Assam-
So it had been and would be wrong to term Arunachalee Mishings as non-

Dear Editor,
Through the columns of your esteemed paper, I want to draw the attention of the Govt. of India and Govt. of Arunachal Pradesh regarding the need of separate High Court for our state.
Our state needs a separate high court for the welfare of citizens of the state. Even smaller state likes Sikkim with a population of just six lakhs has a separate High Court.
If we have a High Court, it will create employment opportunity in our state. In this connection, I would like to appeal Govt. of Arunachal Pradesh, public leaders, NGOs, Mediapersons, students Unions and concerned citizens to work for a separate High Court for our state.
