ADB’s efforts to combat poverty

The Asian Development Bank (ADB) has joined in to combat poverty in Asia by not only pledging $12.4 billion as monetary assistance, but also with a renewed strategy for effective development assistance and streamlined plans for economic and social infrastructure improvement.

The  development fund will help improve the lives of millions of Asia’s poorest through inclusive and environmentally-sustainable growth, including improved access to education, social safety nets, and the development of clean and renewable energy. They will also seek to narrow the development gaps and rising income inequality, and help vulnerable countries cope with shocks such as rising food and fuel prices, natural disasters and conflict.  It will also be used to promote gender mainstreaming, good governance, food security, private sector development, and stronger regional cooperation. Special attention will be given to countries affected by conflict and smaller island states with fragile economies. Donors agreed to establish a Disaster Response Facility under ADB fund on a pilot basis to support the poorest countries in responding to natural disasters.

The ADF continues to be a critical source of finance for badly needed economic and social infrastructure improvements. More than 2.5 million students will benefit from school improvement programs or other direct support to the education sector. And over 3,40,000 new households will be connected to electricity and around 5,60,000 connected to a regular water supply.

Bring North East to national perspective

Dear Editor,

No condemnation is enough for the coward brutes who are instrumental in ensuring the tragic deaths of Meghalaya's daughter Dana M.Sangma and Manipur's son Loitam Richard.

When Indian students get attacked in Australia, the Union Government immediately contacts its Aussie counterpart and angrily voices its concern. Similarly the respective State Governments of North-East should protest against the barbarities meted to the North-Eastern students and sternly ask its Karnataka, New Delhi, Haryana (to name a few) counterparts to provide adequate protection to them. Also the State Governments should bring the violent incidents to the notice of the Indian Government and ask the authorities to promote the statement of "India is for Indians" from rhetoric to reality.

Australia may have seen few attacks against the Indian students, but that "alien" nation has also ensured that  the criminals be promptly brought to book. In the same vein, it is sincerely hoped that the authorities in so-called mainland India would also ensure justice to the assaulted North-Eastern students, who are not only very much an integral part of this nation, but whose right over Karnataka or New Delhi is not a bit less than an ethnic Kannadiga or North Indian.

And before accusing Australians of promoting racism, the Indians should learn the basic tenets of nationalism and humanity. Ensuring justice to the assaulted individual or families of the victims from the North-East is not enough. There lies an urgent need to place North-East India in an honourable pedestal and brought into national perspective.

Just take a glimpse of the history books that are taught to the Indian students. It starts from Indus Valley civilization, Maurya empire, Mughal Period and ends with Sepoy Mutiny and the exodus of British which have been ensured by only Mahatma Gandhi and Jawaharlal Nehru! Heaps and heaps of praises are showered on Rana Pratap, Shivaji, Rani Laxmibhai, Bhagat Singh and Chandrasekhar Azad. But not a single line devoted to the gallant Prince Tikendrajit Singh who fought against the British in the Anglo-Manipur war of 1891! Not a single mention of King Tirot Singh who died in Dhaka jail after being imprisoned by the British! For the same "sin" of trying to drive out the Britishers, Rani Gaidinliu was arrested in 1932 at the tender age of 16 and spent her life in jail till India's independence. But no effort has been taken to educate the whole country about that lion-hearted lady!

All hell breaks loose if Baba Ramdev or Anna Hazare undertakes a fast for few days. But hardly anyone cares about the unique decade-long uninterrupted fast of Iron Lady Irom Sharmila! A Mumbai cricketer ("superstar" of a team-game that is seriously played by hardly 10 nations in the globe), who has rarely played a decent innings in critical situations in last 23 years and feels no qualms in achieving a personal record at the cost of fortunes of the Indian team, gets hailed as "God" and there are no dearth of cricket "lovers" demanding Bharat Ratna for him! In contrast no one cares about a certain M.C.Mary Kom who has won five consecutive Gold in Women's  World Amateur Boxing Championship through her sole effort in a game played throughout the globe!

As if relegating the North-East from the national psyche is not enough, New Delhi even went to the extent of issuing a circular which directly infringed upon the attire and food habits of the North-eastern students living in the national capital! Though the right of the North-Easterners over New Delhi is not a bit lesser than the Punjabi and Hindi-brigade, still the administration tried to put a bar on the culture of Nagas, Manipuris and the others. If the administration itself refuses to acknowledge the rights of the North-Easterners in their very own country, what can be expected from the commoners? Even the "bright futures of our nation", who are pursuing higher education in reputed Universities and engineering colleges, engage themselves in making fun of the language and physical features of the North-Easterners and racially abuse them by calling all kinds of names. Yet this very parochial country accuses Australia of being "racist"! Atleast the Australian authorities immediately nab and punish the culprits who heckle the Indians living there. But how many North Indian brutes have been sentenced or atleast booked by the administration for raping the vulnerable girls and killing the students hailing from North-east?

Yours,

Kajal Chatterjee,

Kolkata

Make use of their services

Dear Editor,

Govt. of Arunachal Pradesh is still in the dark about the medical specialties.

No medical specialties are minor or major in connection with treatment of patients.MD/MS holders cannot be differentiated into major and minor departments in regards to knowledge and patient treatment. They differ in numbers not in quality and importance.

Patient will certainly aproach for specific medical specialties for confirmation and correct diagnosis.

Those in-service MD/MS degree holders were sponsored by the government and huge money were spent on them. However, due to non-sanctioning of posts, government is not getting any returns from these MD/MS degree in-service post graduate holders.

So, I suggest the Health ministry to use the knowledge of those MD/MS degree holders by creating and sanctioning posts for all the medical specialties so that services are available in the state and patient are saved in time.

It will also save the government unnecessary expenditure that is incurred while refereeing patients outside the state for treatment.

Yours,

Mishings have a right

Dear Editor,

I have been following the matter of ABK's demand of inclusion of Mishings in Adi fold and issue of ST certificate and AAPSU and some individuals objecting to the demand.

The ABK’s demand is  genuine because of the fact that the Mishings who are living in small pockets of East Siang like Oyan, Namsing, Gadum etc. and Anpum,Paglam, Loklung in Lower Dibang Valley and Namsai, Lekang, Nongkon and its adjoining areas in Lohit districts are very much Arunachalees and they don't have any linkage with Assam Mishings.

Even if they are not brought under Adi fold, the government of Arunachal should grant not only S/T status but also PRC because they are the owner of their land where they are living from time immemorial.

I am writing this because, once I was also a student leader and visited many Mishing villages to collect data of old and new entry in the those villages by Mishings from Assam and the reports were sent to AAPSU for three consecutive years during 70s.

Till now their population has grown to some extent but they too are defending their own land from other Mishing encroachers, thereby defending interior Arunachal along the Assam- Arunachal boundaries.

So it had been and would be wrong to term Arunachalee Mishings as non-tribal and restricting issue of ST status and PRCs.

Yours,

N.Pertin

We want separate HC

Dear Editor,

Through the columns of your esteemed paper, I want to draw the attention of the Govt. of India and Govt. of Arunachal Pradesh regarding the need of separate High Court for our state.

Our state needs a separate high court for the welfare of citizens of the state. Even smaller state likes Sikkim with a population of just six lakhs has a separate High Court.

If we have a High Court, it will create employment opportunity in our state. In this connection, I would like to appeal Govt. of Arunachal Pradesh, public leaders, NGOs, Mediapersons, students Unions and concerned citizens to work for a separate High Court for our state.

Yours,

Sannu Hai
